Carroll Township is located in York County, Pennsylvania. As of a 2000 census, Carroll Township served as a home for an estimated 5,000 residents. The area of Carroll Township was created when a group of men petitioned the York County Court to establish the Township in 1831 ,by annexing an eastern section of neighboring Franklin Township, and a western section of the Monaghan Township.

The borough of Dillsburg was settled in 1740 and was incorporated in 1833. Dillsburg inherits its name from Matthew Dill, an Irish immigrant who settled the town in 1740. As the years passed, Dillsburg became a center for local agriculture.

The borough of Dillsburg is also recognized by some as the area where the Confederate Cavalry invaded twice during the American Civil War's Gettysburg Campaign. Others recognize Dillsburg as the town in the area that drops an enormous papier mache' pickle on New Year's Eve.

Dillsburg is home to the Northern York County School District, Dillsburg Elementary School, Northern Elementary School, South Mountain Elementary School, Wellsville Elementary School, Northern Middle School, and Northern High School.
